Angeles View Master Plan Project Facts Why is redevelopment happening?The homes and infrastructure of Mt. Angeles View are over 50 years old and it is time to build new and improved affordable housing in Clallam County to serve broader range of incomes. Redevelopment will add new, healthier homes to the property, enhance the natural environment, and improve connections and access to nearby jobs, businesses, schools, and other support services. What is the Mt. Angeles View Master Plan and why do we need one?The Master Plan will help to guide redevelopment of the family public housing within Mt. Angeles View by identifying what support services are needed and what improvements, such as roads and utilities, must be made to support redevelopment. The Master Plan is being created to improve housing units, and to respond to the existing and projected need for affordable housing in Port Angeles and Clallam County. Redevelopment is important to the future health and well-being of the residents as well as the economic future of Mt. Angeles View and the surrounding area. Can anyone participate in the redevelopment process?Yes. Community meetings will offer important information and an opportunity for you to share your ideas and comments. Residents of Mt. Angeles View, as well as those in the adjoining neighborhoods, are welcome to attend. Materials will be available in English, Chinese, and Vietnamese. The first meeting will take place September 23, 2009, at the Boys & Girls Center, 2620 South Francis Street, Port Angeles, WA 98362 from 5:30 p.m. to 7:30 p.m. Information, ideas and comments can also be made at the Residents Initiative Center (2603 South Francis Street), open Tuesdays and Thursdays 1:00 p.m. to 3:00 p.m. You can also mail your ideas and suggestions to HACC. How is the project funded?The Mt. Angeles View Master Plan has been funded by the Housing Authority of Clallam County (HACC). HACC is creating a redevelopment plan and financing strategy for Mt. Angeles View in accordance with local land use and zoning codes and U. S. Department of Housing and Urban Development (HUD) requirements, with the possibility of applying for federal grants that fund the creation of mixed-income communities. What stage of development is the project in?The Mt. Angeles Master Plan is just beginning and will last roughly nine months. The entire project will likely be phased in over six years, but at this time, HACC has not identified a proposed development schedule. Which part of the project will be developed first?Questions of project phasing will be considered and assessed during the Master Plan process. Every effort will be made to minimize disruption to residents. How long will construction last?At this time, it is difficult to forecast when construction will begin, but once it does it must be completed within the requirements of the public and/or private funders. Economic considerations such as market demand, funding opportunities, and available financing will also affect the timing. Do I need to move away from Mt. Angeles View?During the nine month Master Plan process no one will need to move. The first phase of construction will likely begin 2-3 years out. Before the first phase of construction, HACC will work with residents to provide relocation and rehousing assistance so that residents continue to have comparable housing at comparable rent. During the Master Plan process, we will begin to identify potential relocation resources that may include the newly constructed Ecklund Heights multi-family housing or other HACC homes or properties throughout Port Angeles. All residents will receive support services to help them with their housing choices and to make sure that their transition to a new home will go as smoothly as possible. Will HACC replace all of the homes at Mt. Angeles View?We plan to replace the existing 100 homes and add additional housing units, including affordable and market rate home-ownership options. What will Mt. Angeles View be like after redevelopment?The redevelopment plan and financing strategy will help to determine the type of family housing that could be built, and your input is needed to determine the future character of homes at Mt. Angeles View. The new Mt. Angeles View will comply with the Port Angeles PRD (Planned Residential Development) requirements and process. Zoning currently allows 230-240 units on the site. During the master planning process, HACC and the consulting team will continually look for feedback on goals, visioning, design options, and community needs as to whether developing a mixed-use and mixed-income site will help residents and enhance the existing residential neighborhood and community. Who decides what improvements the redevelopment will include?We are here to listen to and address your ideas, concerns and needs! A Mt. Angeles View Steering Committee made up of residents, service providers, and neighborhood and community leaders will work closely with the HACC and the Master Plan consulting team. Please help us learn what you think will make better homes, and a stronger, safer, more vibrant neighborhood and community at Mt. Angeles View.
