Housing Authority of the County of Clallam

Public housing is an affordable rental-housing program for eligible low-income families, the elderly, and persons with disabilities. HACC has 270 public housing units located in Port Angeles. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to HACC to manage the housing for low-income residents at rents they can afford.

Eligibility

Public housing is limited to low-income families and individuals. The lower income limits are at 80% of the median income for Clallam County. HACC can tell you the income levels for Clallam County by family size. HACC determines your eligibility based on:

  1. Annual gross income
  2. Whether you qualify as elderly, disabled, or family, and
  3. U.S. citizenship or eligible immigration status.

Applications

The process begins with a short Pre-Application. An application can be obtained through any of the following:

        Calling HACC at 360-452-7631, ext. 10

         Picking up an application at the HACC Main Office

         Downloading an application from this site

The completed application can be either dropped off or mailed in to HACC.

Application Process

After your Pre-Application is received, a housing representative will contact you if you are determined eligible for housing assistance. They will describe the public housing program and its requirements, and answer questions you might have.

Required Documentation

The housing representative will request documentation needed (e.g., birth certificates, tax returns) to verify the information given on your application. We will also rely on direct verification from your employer, etc.

Notification

HACC will provide written notification.

Lease

If you are offered a house or apartment and accept it, you will have to sign a lease with HACC and provide a security deposit.

Selection Preferences

Local preferences are used to select among applicants on the waiting list. HACC uses the following Local Preferences:

  • Applicants who are involuntarily displaced by either government action or natural disaster and/or whose residence has been deemed uninhabitable by the American Red Cross or a government agency
  • Applicants who are enrolled in an employment training program, currently working at least 20 hours per week, or attending school on a full-time basis
  • All elderly households
  • Families whose head-of-household or spouse is receiving income based on their inability to work
  • Applicants who are terminally ill (must provide documentation).
