As I stroll through the bustling streets of Clallam County, I can’t help but notice the stark contrast between the picturesque landscapes and the pressing issue of affordable housing. It’s a challenge that has plagued this community for years, leaving many families struggling to find a roof over their heads. But just when all hope seems lost, a glimmer of light emerges, and it’s all thanks to the innovative approach of the Clallam County Housing Solutions Committee.

The Collaborative Effort

The Clallam County Board of Commissioners recognized the urgent need to address the affordable housing crisis, and in March 2022, they established the Housing Solutions Committee under Resolution 32-2022. This committee, made up of dedicated individuals from various backgrounds, has been tasked with developing programs to promote housing solutions in the region.

One of the committee’s primary responsibilities is to make recommendations to the Board of Clallam County Commissioners for the expenditure of $14,061,590 in funds. This significant investment showcases the county’s commitment to finding lasting solutions to the affordable housing dilemma.

Prioritizing Accessibility

At the heart of the Clallam County Housing Solutions Committee’s efforts is a focus on accessibility. They understand that for any affordable housing initiative to truly succeed, it must be designed with the needs of the community in mind. That’s why they’ve established an Affordable Housing Registry, where projects that meet the criteria set by the committee and the Washington State Department of Commerce are given priority for available funding.

“We recognized that accessibility was the key to making a real difference,” explains Timothy Dalton, the Housing and Grant Resources Director. “By creating this registry, we’re able to ensure that the projects that receive funding are truly meeting the needs of our community.”

Empowering Local Voices

The committee’s dedication to inclusivity extends beyond the Affordable Housing Registry. They’ve also made a concerted effort to engage the community in the decision-making process. Monthly meetings of the Clallam County Housing Solutions Committee are open to the public, both in person and virtually, allowing residents to voice their concerns and contribute their ideas.

“We wanted to make sure that the solutions we develop are informed by the real-life experiences of the people who call Clallam County home,” says Dalton. “By giving the community a seat at the table, we’re able to better understand the unique challenges they face and tailor our approach accordingly.”

Unlocking Opportunities

The Clallam County Housing Solutions Committee’s innovative approach has already begun to bear fruit. One shining example is the city of Port Angeles, which has implemented a range of policies and programs aimed at fostering more diverse and accessible housing development.

Through initiatives like the Multi-Family Tax Exemption Program, the Permit-Ready Plans Program, and the Fee Waiver Program, the city is actively working to remove barriers and encourage the construction of affordable housing units. Additionally, the NICE Grants and Affordable Housing Sales & Use Tax Grants are providing much-needed financial assistance to those looking to make their housing dreams a reality.

“The city of Port Angeles has really taken the lead in this area,” Dalton notes. “They’ve shown that with the right combination of policies and programs, we can start to chip away at the affordable housing crisis and make a real difference in people’s lives.”

A Collaborative Approach to Affordable Housing

But the Clallam County Housing Solutions Committee’s efforts extend beyond just the city of Port Angeles. They’re also working closely with other organizations in the region, such as Habitat for Humanity of Clallam County and Peninsula Behavioral Health, to create even more opportunities for affordable housing.

Habitat for Humanity, for example, is tirelessly raising funds to build homes for local families, with their Brownfield Road Project in Sequim set to create 50 affordable units. Meanwhile, Peninsula Behavioral Health is taking on the ambitious task of converting the All View Motel into 26 apartment units and constructing 36 units of permanent supportive housing in Port Angeles.

“It’s been incredible to see the level of collaboration and commitment from our community partners,” Dalton says. “When we work together towards a common goal, there’s no limit to what we can achieve.”

The Clallam County Housing Solutions Committee’s efforts aren’t just about bricks and mortar – they’re about transforming lives and strengthening the fabric of the community. By ensuring that families have access to safe and affordable housing, they’re opening the door to a brighter future.

“Stable housing is the foundation upon which families can build their dreams,” Dalton explains. “When people have a secure place to call home, they’re able to focus on other important aspects of their lives, like education, employment, and overall well-being.”

And the ripple effects of this approach can be seen throughout the community. As more families are able to access affordable housing, they’re able to invest in their local neighborhoods, support small businesses, and contribute to the overall economic and social vibrancy of Clallam County.

As I look around at the bustling streets and the signs of progress, I can’t help but feel a sense of optimism about the future of affordable housing in Clallam County. The Clallam County Housing Solutions Committee’s innovative approach, coupled with the unwavering support of the community, has the potential to transform this region into a shining example of what’s possible when we come together to address one of the most pressing issues of our time.
