Yet, time and time again, I’ve witnessed the remarkable resilience of communities that band together, supporting one another through the toughest of times.

It’s not just about providing a roof over someone’s head – it’s about cultivating a sense of security, stability, and belonging that empowers people to weather any storm. And as the affordable housing solutions organization I’m part of has demonstrated time and time again, when communities have access to safe, decent, and affordable homes, they’re better equipped to bounce back from disaster, rebuild, and emerge even stronger.

Take the case of Cook County, Illinois, where the Department of Planning and Development is committed to “cultivating vital communities by fostering economic opportunities and business development, preserving and expanding the supply of safe, decent, and affordable housing, facilitating infrastructure improvements, promoting fair housing, and supporting social services and programs that address the needs of some of the County’s most vulnerable residents.”

When the COVID-19 pandemic swept through the region, the impact on vulnerable communities was staggering. Suddenly, families found themselves grappling with job losses, food insecurity, and the very real threat of housing instability. But the County’s investment in affordable housing proved to be a lifeline, providing a critical safety net for those in need.

By leveraging federal and state funding, the Department of Planning and Development was able to rapidly deploy emergency rental assistance, eviction prevention programs, and other support services to help keep people in their homes. And for those who had already lost their homes, the availability of affordable housing units offered a pathway back to stability and self-sufficiency.

But the story doesn’t end there. As the pandemic dragged on, the County recognized the need for long-term solutions to build community resilience. Applications are currently due on March 22 for programs that aim to “preserve and expand the supply of safe, decent, and affordable housing” – a clear testament to the organization’s commitment to creating a more secure, disaster-resistant future for its residents.

As I reflect on the role of affordable housing in disaster recovery, I’m struck by the sense of interconnectedness and shared responsibility that it represents. When disaster strikes, those with access to affordable, well-maintained homes are better equipped to weather the storm.
