As I stepped into the bustling office of the St. Petersburg Housing Authority (SPHA), I couldn’t help but feel a sense of anticipation. This wasn’t just another routine visit – it was an opportunity to delve into the intricate world of affordable housing and glean insights from the experts themselves.
My journey began with a roundtable discussion, convened by U.S. Representative Kathy Castor, that brought together key stakeholders to address the pressing challenges and emerging solutions in the affordable housing landscape. The event provided a robust platform for constructive dialogue, where participants exchanged ideas, strategies, and collaborative approaches to tackle the growing need for affordable housing options in the region.
Seated around the table, I listened intently as the SPHA team, including the Director of Communications, Nick Fokianos, and the Vice President of Housing Choice Voucher, Larry Gonzalez, shared their insights and experiences. It quickly became clear that navigating the affordable housing landscape requires a delicate balance of regulatory compliance, strategic partnerships, and a deep understanding of the unique needs of the communities they serve.
Untangling the Regulatory Landscape
One of the primary challenges faced by housing authorities like the SPHA is the intricate web of regulations and requirements that govern their operations. As Kathie Soroka, a partner at Nixon Peabody LLP and a former senior counsel to the General Counsel at the U.S. Department of Housing and Urban Development (HUD), explained, “From the outside, government agencies can often feel like black boxes where it’s unclear whom to talk to, what to do, or how to even get your request heard.”
However, Soroka’s experience at HUD and in the private sector has equipped her with the knowledge to help clients, including housing authorities, navigate this regulatory landscape. “Because of my experience with HUD, I can help clients assess issues and think strategically about paths forward,” she said. “I handle all types of affordable housing transactions, from interpreting and reconciling program requirements to negotiating resolutions to open investigations and enforcement actions.”
Effective partnerships and collaboration are also crucial in overcoming the bureaucratic hurdles. As Larry Gonzalez of the SPHA shared, “We work closely with our partners, both public and private, to ensure that we’re aligning our efforts and leveraging resources to maximize the impact of our affordable housing initiatives.”
Fostering Innovative Solutions
Beyond navigating the regulatory maze, housing authorities like the SPHA are also actively exploring innovative solutions to address the growing demand for affordable housing. One such initiative is the Rental Assistance Demonstration (RAD) program, which Soroka helped develop during her time at HUD.
“The RAD program has been a game-changer for many housing authorities,” Soroka explained. “It allows them to leverage private investment to rehabilitate and preserve their aging public housing stock, ultimately ensuring the long-term viability of these critical affordable housing resources.”
Similarly, the SPHA has been at the forefront of exploring alternative financing structures and strategic partnerships to expand their affordable housing portfolio. As Nick Fokianos noted, “We’re constantly looking for ways to think outside the box and find creative solutions that meet the unique needs of our community.”
One such partnership, highlighted in a recent article, involved the Rockford Housing Authority (RHA) attending the Public Housing Authorities Directors Association (PHADA) 2024 Commissioners Conference. This event provided RHA’s leadership team with valuable insights and strategies to navigate the evolving affordable housing landscape, ultimately strengthening their ability to serve their community.
Addressing the Diverse Needs of the Community
As I continued my conversation with the SPHA team, it became clear that their approach to affordable housing was not a one-size-fits-all solution. Instead, they recognized the importance of tailoring their programs and services to the unique needs of the families, seniors, veterans, and individuals with disabilities they serve.
“We’re not just providing affordable housing units,” Gonzalez explained. “We’re also offering a range of supportive services, from job training and financial literacy programs to health and wellness initiatives, to help our residents achieve long-term stability and self-sufficiency.”
This holistic approach to affordable housing is a hallmark of the SPHA’s work, as they strive to empower their residents and foster thriving, inclusive communities.
