As the Program Director for the Housing Authority of Clallam County (HACC), I’ve seen firsthand the unique challenges and opportunities in building sustainable affordable housing solutions for our community. Clallam County, with its rugged natural beauty and growing population, requires innovative strategies to ensure that everyone has access to a safe, affordable, and environmentally-friendly place to call home.

Unlocking the Potential of Evergreen Manufacturing

One of the key initiatives we’re excited about is the Evergreen Manufacturing Grant program from the Washington State Department of Commerce. This $2 million investment is already creating ripples of opportunity across the state, with the potential to support up to 526 new manufacturing jobs over the next three years.

As the Department of Commerce Director Mike Fong explained, “Innovation is a hallmark of each of Washington state’s key growth industries. From aerospace and clean energy to agriculture and timber tech, eyeing the future and investing in emerging technologies keeps us globally competitive.”

For the HACC, this grant program represents an exciting opportunity to explore sustainable, value-added uses of our region’s abundant forest resources. We’re particularly enthusiastic about the project proposed by the North Olympic Resources Innovation Cluster (NRIC), which aims to advance the use of timber grown and milled by the Makah Tribe, reinforced with waste carbon fiber, to create advanced cross-laminated timber accessory dwelling units (ADUs).

Not only does this innovative approach provide a new, eco-friendly housing option for our community, but it also helps to address the issue of forest waste. As Ted Sturdevant, the program director for NRIC, noted, “This funding will help unlock opportunities to grow manufacturing on the North Olympic Peninsula through innovative, sustainable value-added uses of forest resources.”

Harnessing the Power of Submersible Pumps

Another game-changing innovation we’re exploring at the HACC is the use of submersible pumps in our affordable housing projects. As our article on “Innovative Water Management Essentials for Sustainable Housing” highlights, these pumps offer a range of benefits that align perfectly with our sustainability goals.

Unlike traditional above-ground pumps, submersible pumps are designed to be fully submerged underground, directly in the water tank. This not only reduces the overall footprint of the system but also provides significant energy savings and improved reliability.

“Their energy efficiency directly reduces water pumping costs, and by optimizing overall usage, they enable responsible conservation without affecting availability,” explains our article. “Submersible pumps fit right into this technology-driven transformation, giving managers unmatched insight into water system performance and allowing for data-driven conservation initiatives.”

By deploying these innovative pumps, we’re able to create a more sustainable, cost-effective, and resilient water management system for our affordable housing communities. This, in turn, empowers us to focus on other important aspects of sustainable living, such as renewable energy integration, greywater recycling, and climate-resilient design.

Navigating the Regulatory Landscape

Of course, no discussion of sustainable affordable housing would be complete without addressing the critical role of policymakers and regulations. As outlined in the Revised Code of Washington (RCW) 36.70A, local governments have a responsibility to “encourage the availability of affordable housing to all economic segments of the population.”

This mandate presents both opportunities and challenges for the HACC. On one hand, we’re able to leverage policies and building codes that promote energy efficiency, green infrastructure, and sustainability targets. These regulatory changes can help drive the adoption of innovations like submersible pumps, greywater systems, and renewable energy solutions.

On the other hand, we must navigate a complex web of zoning laws, construction standards, and funding mechanisms to ensure that our sustainable housing projects are not only environmentally responsible but also financially viable for low-income residents.

It’s a delicate balance, but one that we’re committed to striking. By working closely with policymakers and community stakeholders, we’re confident that we can create a regulatory environment that encourages sustainable, affordable housing solutions that truly empower Clallam County’s residents.
